Noemi Innovate Step 1 Perm Lotion is a professional cysteamine-based lifting lotion for eyelashes and eyebrows. It opens the hair structure so lashes or brow hairs can be shaped as desired. The formula contains argan oil, shea butter, hydrolyzed collagen, hydrolyzed keratin, and hydrolyzed wheat protein. This Duo Pack includes two 10 mL tubes. It is the first stage of Noemi’s two-step Innovate lifting system and is followed by Innovate Step 2 Fix Lotion. Processing time is 8–12 minutes for eyelashes and eyebrows. PAO is 3 months. Supports healthy-looking hair, shine, and salon-grade results.
Vegan formula with no scent.

Thoroughly clean the eyelashes or eyebrows.
For eyebrows, brush the hairs roughly into shape. For eyelashes, place the lashes on the silicone pad.
Apply Innovate Step 1 evenly. For eyebrows, brush the hairs into shape, cover with plastic film, and leave on for 8–12 minutes. For eyelashes, leave on for 8–12 minutes.
Remove Step 1 with a damp cotton pad or cotton swab.
Apply Innovate Step 2 evenly and leave on the eyelashes or eyebrows for 8–12 minutes.
Remove Step 2 with a damp cotton pad or cotton swab.
Optional: Apply tint evenly, leave on for 5–10 minutes, and rinse thoroughly.
Remove the silicone pad or foil and apply Noemi Argan Cream for intensive care.
