Three lengths seems restrictive for a full set - is it?

It depends entirely on your map. Many artists contour across only three or four lengths in practice and never touch the extremes, in which case a 3in1 in the right range covers a whole set. If you genuinely map from a 7mm inner corner to a 16mm outer, three lengths will not be enough.

At 7D, does the diameter choice change how many fans I place?

Slightly - 0.05 fans blend into each other and can be placed marginally closer, while 0.07 fans need room for their definition to show. The bigger difference is in weight, which determines which clients can wear which.

My 7D 0.07 sets look heavy but my 7D 0.05 sets look thin on the same client. Why?

Thicker fibre reads as weight and finer fibre reads as softness even at identical fibre counts, so your eye is registering the diameter more than the density. If neither is right, the answer is usually a length or curl adjustment rather than another diameter change.

Should I space differently between the two diameters?

Marginally: 0.07 fans need slightly more room so their definition is visible, while 0.05 fans can sit closer without looking crowded. Both need wider spacing than a 5D fan of the same diameter.

Is 7D enough to cover a sparse natural lash line?

Partly - it will improve the appearance significantly, but genuinely sparse lash lines are better served by a higher count at a finer diameter, where fibre count fills gaps without adding weight. 7D is best on average natural density where the goal is fullness rather than gap-filling.
